Adds World Time & Weather - a free static JSON API with local time, UTC offset, DST rules (winter/summer offsets), current weather and monthly climate normals (2021-2025) for 400 cities in 199 countries. No API key, no rate limit (plain static files regenerated every 30 min), HTTPS and CORS enabled.
